The dissertation examines the foreign countries and Lithuania roads maintenance in winter: what are the problems, how they are solved, how useful is road weather information system for road maintenance during the winter, what techniques and materials are used for salting. Foreign best practices are also provided – strategies, applicable maintenance levels, the latest technology to optimize road maintenance in winter, and its possibilities in Lithuania.

Following main tasks are solved in this thesis: analysis of foreign and Lithuanian scientific papers related to winter road maintenance. Also Lithuanian climatic conditions and its impact on vehicle traffic in winter analysis is made. Lithuanian and foreign technologies are discussed, also traditional and alternative materials efficiency research are made. After evaluation of the best practices of foreign countries, certain methodology to evaluate winter maintenance levels was created, and cost-based winter maintenance strategy for Lithuania state roads was proposed.

The dissertation consists of an introduction, four chapters, general conclusions, references and author publications on the dissertation topic and 5 annexes.

The introduction reveals the investigated problem, its importance, describing the object of research aim and objectives, and research methodology, scientific novelty, the practical significance of the results, defended statements. The introduction ends in presenting the author’s publications on the subject of the defended dissertation, offering the material of made presentations in conferences and de-fining the structure of the dissertation.

Chapter 1 revises used literature. It includes scientific papers of road maintenance in winter to improve the quality analysis results.At the end of the chapter, conclusions are drawn and the tasks for the dissertation are specified.

In Chapter 2 the experimental and statistical studies are made. The most effective materials for Lithuanian climatic and road conditions are set.

In Chapters 3 and 4 the theoretical winter road maintenance evaluation model is proposed, and theoretical model estimates are described. Methodology for Lithuanian national significance roads supervision levels evaluation is proposed. Also recommenda-tions based on cost-winter maintenance strategy improvement are prepared.

7 articles focusing on the subject of the discussed dissertation are published: two – in periodical scientific journals, included into the list of Thomson ISI Web of Science; other two – in conference materials, refereed by Thomson ISI database; two – in reviewed international conference matherial; and one – reviewed in other publications. 4 presentations on the subject have been given in conferences at national and international level.
