The efficiency of engineering speed regulation and control means for the assu-rance of traffic safety is being analysed in the thesis. The aim of the thesis is to increase road safety by developing a model for the evaluation of safety impact of the average speed enforcement system, involving the impact of engineering measures, and to suggest the economically-justified strategy for main roads of Lithuania.

The dissertation consists of introduction, 4 chapters, conclusions, the list of references, the list of publications by the author on the topic of the dissertation, summary in English and 8 annexes. The introduction reveals the investigated problem, importance of the thesis and the object of research and describes the purpose and tasks of the thesis, research methodology, scientific novelty, the practical significance of results examined in the paper and defended statements. The introduction ends in presenting the author’s publications on the subject of the defended dissertation, offering the material of made presentations in conferences and defining the structure of the dissertation. Chapter 1 presents research analysis of speed impact on road safety and efficiency of traffic calming and speed control measures. At the end of the chapter, conclusions are drawn and the tasks for the dissertation are reconsidered. There have been determined and systematized engineering speed regulation and functioning lengths of control means as well as conditions of means application have been systematized in Chapter 2. Theoretical model has been made to assess the efficiency of average speed enforcement system to traffic safety and application principles of a model have been provided. Significances of engineering speed regulation and control means by applying multiple research have been determined for the reduction of accidents in Chapter 3. Experimental researches of average speed and average speed enforcement system have been carried out on Lithuanian roads. In Chapter 4, Lithuanian national significance sections of the main and district roads were selected for the system installation by the estimation model of average speed enforcement system‘s efficiency. Implementation options of average speed enforcement system’s strategy and its economic estimation were carried out. Recommendations for the application of average speed enforcement system have been presented under experimental research results.

9 articles focusing on the subject of the discussed dissertation are published. Four articles are in scientific journals, involved into Thomson ISI Web of Science database. One article is in periodical peer reviewed science journal, three articles are in ISI Proceedings database publications. One article is in material reviewed during international conference. Four presentations on the subject have been given in conferences at national and international level.
