Directive 2010/31/EU of the European Parliament on the energy performance of buildings (EPBD 2010) recast determines the definition of „nearly zero energy buildings” and stipulates that new buildings should be nearly zero energy throughout the European Union by 31st of December 2020. This Directive shall enter into force two years earlier for Public buildings. Dissertation evaluates modernization technology and carries out the decision efficiency research in BIM environment. The subject of the research ir efficiency evaluation of renovation options using BIM technologies for the administration buildings.

The main goal is to create a methodology and multiple criteria model for administrative buildings’ modernization technologies and decision efficiency research and evaluation in BIM environment. This methodology can also be put into practice for the real building renovation project design.

Dissertation consists of introduction, three chapters, general conclusions, references, list of author’s scientific publications on the topic and two annexes.

In the introduction, the investigated problem, importance of the thesis are discussed, the object of research is described, the aims and objectives of the thesis are formulated, scientific novelty of the thesis and defendant assertions are described. Author’s conference reports and publications as well the thesis structure are presented at the end of the introduction.

In the first chapter the administrative building renovation feasibility analysis in BIM environment is discussed. Interface between comfort conditions and thermal insulation is determined, advantages and disadvantages of the building information modelling are discussed.

In the second chapter the base model for energy efficiency of administrative building modernization and reconstruction, using the passive house and BIM technologies, is provided. Applicable performance indicators complex are formed.

In the third chapter developed methodology and multiple criteria model for administrative buildings’ modernization technologies and decision efficiency research and evaluation in BIM environment are examined. The algorithm is applied in practice for Vaidotai railway station example. The designed building examined once more by PHPP (Passive House Planning Package) program assessing the engineering facilities.
