The dissertation deals with problems of planning development of construction by taking into account interests of the third parties. The several subjects were formulated: the legal basis of construction investment process regulation; delicts of territorial planning while planning construction investments; modelling the process for defense of third party rights infringed during the implementation of construction investment projects; mathematical modelling of construction planning decisions.

The aim of the Thesis is to model the construction planning decisions by taking into account interests of the third parties, in order to minimize the risk of litigation initiation related to the implementation of construction investment projects.

The dissertation consists of an Introduction, four chapters, a summary of the findings, references, list of author’s publications and three annexes.

The Introduction discusses the problem being studied, relevance of the paper, describes the subject of studies, formulates the goal and tasks of the paper, describes the methodology of studies, originality of dissertation, defendable statements. Each chapter of the dissertation overviews and analyzes scientific and methodic literature directly related to the chapter topic.

The first chapter of the dissertation deals with the problems of preservation of the healthy and harmonious residential and working environment during urban development.

The second chapter of the dissertation determines the violations of the rights of the third parties during construction development. The classification of violations of the rights of the third parties has been formed.

The third chapter of the dissertation performs the modeling of the process of the dispute on the possibly violated rights of the third parties, by applying the decision tree diagram.

The fourth chapter of the dissertation performs the modelling of construction planning decisions by taking into account the interests of the third parties, i.e. develops the mathematic model in order to assess possible behaviour strategies of the investor, investing in construction process and facing the public opposition, who seeks maximum profit.

Six scientific articles are printed on the subject of the dissertation: three of them in the scientific journals abstracted by the databases of the Institute for Scientific Information (publications of the ISI Web of Science); two of them in the scientific journals abstracted by the other international databases. Three reports have been read on the subject of the dissertation in scientific conferences in Lithuania.
