The European Union (EU) has set a long-term target to reduce Gass emission by 80–95% till 2050. The EU Energy Strategy (Energy Roadmap 2050) calls to focus on energy efficiency in buildings, as it is the largest energy consumer in Europe, counting for almost 40% of total energy consumption. Meanwhile, Directive 2010/31/EU (Directive 2010) establishes a definition which states that new buildings shall be constructed as zero-energy use from the 31st of December 2020. No exception to this definition are old public buildings that need to be modernized due to their depreciation and inefficient use of energy.

The aim of the thesis is to develop optimization model for the modernization of old public buildings by achieving energy efficiency of the buildings.

The dissertation consists of: introduction, three chapters, general conclusions, references, list of author's scientific publications on dissertation topic and four annexes.

In the introductory chapter the research problem, the relevance of the work are discussed, the object of the research is described, the aims and objectives of the work is formulated, the scientific novelty of the work is described. The author‘s conference reports and publications as well a thesis structure are presented.

The first chapter analyzes and presents the problems of the existing old public buildings and presents possible solutions for modernization. Analysis of the energy efficiency improvement measures of buildings, ways and possibilities of renovation of buildings, and the development of BIM technology and application of this technology in the modernization of buildings are discussed.

The second chapter presents a modernization model for the reconstruction of public buildings. Basic methods of building analysis using new technologies such as: photogrammetric model creation and adaptation it in BIM environment, optimization model for modernization are presented.

The third chapter examines the developed methodology and the multi-criteria model of public building modernization technology with the application of BIM technology. The algorithm of the optimization model has been applied to the Radviliskis maneuver dispatcher station (Boksto str. 13) modernization of the building in design stage. Results of evaluation with conclusions are presented.
