The dissertation examines the problem of high-tech sector development in the context of innovation and international relations interaction. The main object of the research is high technology sector development processes, based on the targeted synergy of the initiation, development of innovations and the development of international relations.

The aim of the dissertation is to examine the impact of international relations and innovations on the development of the high technology sector and to propose and empirically validate a complex theoretical concept that would ensure focused development of the sector. The main tasks, which are beeing solved in the thesis, are related to the development of the high technology sector in the context of public support system. After the analysis of modern scientific literature it is aimed to summarize viewpoints on the complexity of innovation activity and the specifics of internationality having an impact on the development of high technologies. The research is aimed to develop a methodology for the development of innovative activities and interntionality and empirically prove the developed evaluation model in practice.

The dissertation consists of an introduction, three chapters, general conclusions, lists of the literature used and author's publications, and 12 annexes.

The introductory chapter discusses the research problem, the relevance of the thesis, describes the object of the research, formulates the aim and tasks of the thesis, describes the research methodology, scientific novelty of the thesis, the practical significance of the research results and defended statements. At the end of the introduction, the author's published publications and made presentations at the conferences and the structure of the dissertation are presented. Theoretical assumptions for the development of high technology sector are analysed. The first chapter is dedicated to the literature review. It contains the issues of high technology sector, in the context of management theories, also presents a theoretical study for the theories of innovation and internationality.

The second chapter is dedicated to the theoretical concept for the development of high technology sector and further research methodology.

The third chapter presents empirical research of high technology sector economical development trends, analysis of innovation and internationality factor, influencing high technology sector development.

Eight articles, focusing on the subject of the dissertation, are published, the results of a conducting research are presented in seven conferences in Lithuania and other countries.
